It's the norm for them not to work at that time, of course. 4am-7am Eastern (1am-4am Pacific) means the vast majority of the US will be asleep during downtime, hence minimizing the interruptions for the US.

As was explained, there is a business reason you are inconvenienced, and while I'm sorry you get the short end of the stick, a US-based company is highly unlikely to change its methodology to spread the inconvenience to its US customers. Them's the breaks.
