Go in slow hours like in the morning or late at night.
I got my from an boss pretty fast but other gotten it from mobs.
There are two different leads that drop there. The one for Ring of the Pale drops from random mobs. The bosses drop a lead for Ring of the Wild Hunt (band of water).

I got the Band of Water pretty early from one of the bosses. I even got the Kingmaker's Trove from one of the chests. No luck with the Order-Etched Gallery Rail though.
Is there some kind of cooldown on lead drops maybe?
