Delay timer on slottables is terrible

If you use an addon to switch your CP between builds, like DPS and Healing the slottable stars have about a 20 second cooldown. So after every start you swap you have to wait 20 seconds or so before you can change another one....like why is this timer her it makes 0 sense.
