Single target / AoE and direct damage / damage over time describe two different categories. The one describes the range / reach of damage, the other the type of damage or how damage is dealt.

For Unstable WoE, the ticks are AoE and DoTs, whereas the final explosion is only AoE.
This is indeed confusing. I know this means extra work for devs, but I would kindly ask them to add this description to tooltips. We need to precisely know what category an attack belongs to. It should be like Pokemon, where you have: type, damage, physical/magical, etc. Pretty sure even devs aren't always sure if an attack is direct or dot, at least it's not clear from the tooltips we're given.

The skills DO already say whether they deal damage to a single target or multiple, and whether they deal damage over a period of time or not (the opposite being direct damage).
There are skills like Puncturing Sweeps and Rapid Fire that merit clarification as to how they function with these 4 terms, but for most skills it's pretty evident.
