Empty containers in delves and dungeons

I had truly hoped that this would be fixed with the new patch, but...
Time and time again I step into a fresh delve or dungeon (today it was Bthel-Zar) and all of the containers are empty, except perhaps one or two jewelry boxes or a tiny dwarven jug. And those contain lockpicks. What is this?
It's not that I've gone through several times during the day. No, it's on my first run of the day. It can't be *that* difficult to program this properly, so that the containers reset when you enter an instance for the first time, can it?

✭✭✭✭✭Delves might have been recently looted by another player but I am always baffled when I encounter this in a dungeon. Fortunately, it is not the majority of the time, but I’ve not made note whether it only occurs in specific dungeons or all.0 -

✭✭Container loot is not shared between players. No one else can loot your urn loot. It's not like chests or crafting resources.
There is a loot container cooldown that causes containers (and pockets) to spawn empty if you've been looting too much and switch zones. I always assumed it was intentional. There's also some RNG, and containers will just be empty sometimes.

Hm... Not sure. Because I haven't looted anything when I walk in.
Basically, I log into the game for the first time for the day. Zone to the delve/instance/dungeon that I want to farm. Walk in. Everything empty.
I haven't been there yet, so I can't have looted anything...1 -

✭✭✭✭✭This is very intentional.
There was a huge container farm in Arteum back when Summerset launched that was nerfed to make more of the containers un-lootable.
Whenever you enter the location, only a certain amount will be lootable for you.
And you definitely do not share containers with other players. If that were the case, containers would almost always be un-lootable.1
