Ever since the proc chance were removed from proc sets across the board during the Greymoor patch, the exclusion of Sload's Semblance has always bothered me. Not from a "Dang, I really wish Sload's would be good again" kind of way. But in a "if you start a job, might as well finish it" way.
Anyhow, despite procs being disabled in Cyrodiil in the near future, I still feel like it would be appropriate to adjust Sload's Semblance to be in more line with the other similar proc-sts that had their proc-chances removed. My suggestion would be to remove the 10% chance, and instead put the set on cooldown, as follows (changes highlighted):
Sload's Semblance
2 items: Adds 25-1096 Maximum Magicka
3 items: Adds 25-1096 Maximum Stamina
4 items: Adds 3-129 Weapon and Spell Damage
5 items: Damaging an enemy fires a Shadow Pearl at them, dealing 3% of the target's Max Health as Oblivion Damage every 1 second for 6 seconds. The Shadow Pearl cannot be reflected. Effect can occur every 10 seconds. This can deal a maximum of 69-3000 Oblivion Damage per tick.
For comparison, the times on the 5 piece bonus would be comparable to those times on Coldharbour's Favorite, where the damage has a 4 second downtime:
5 items: ... When you damage an enemy, summon Cadwell's noble mount, Honor, who after 2 seconds, explodes, damaging enemies around him for 378-16254 Magic Damage over 6 seconds. Honor can only be summoned every 10 seconds.
As far as the damage is concerned, Coldharbour's Favorite deals a total of 1625.4 Magic Damage per tick, if the full amount of damage is absorbed. Sload's on the other hand, in order to deal similar damage would need to hit an opponent with a Max Health of 54180 in PVP. The 3% is already a decently minuscule amount, that on average the set would be likely dealing less overall damage to an opponent than Coldharbour's Favorite. (Not to mention, Coldharbour's is AoE whereas Sload's is Single Target).
Thus, it is my opinion, no changes would need to be made as far as the damage tooltips, and that the proposed changes to proc conditions and timings would be fair.
