Adept Rider changes make it no longer a proc set?

With the changes in Flames of Ambition:
Adept Rider: This set now permanently grants Major Gallop and Major Expedition when worn, rather than granting Major Evasion while mounted and creating a harmful area that damages and grants Major Evasion to you and group mates after dismounting.
Set bonus

This set is now:
(2 items) Adds 1487 Armor
(3 items) Adds 1487 Armor
(4 items) Adds 1206 Maximum Health
(5 items) Grants Major Gallop and Major Expedition at all times

As a big fan of mobility in PvP, for me this set finally looks interesting. There is no other 100% uptime Major Expedition and having this opens up some possibilities for playing at or near speed cap, even without sprinting.
At a glance, this change looks like it might put Adept Rider on the list of functional sets in No-Proc Cyrodiil. Does anyone have any ideas about this?

    It's still a proc set by the definiton of Zos, similar to other Sets that grant you a permanent major or minor buff.

    I was trying to think if there were any other unconditional buff 5 pieces and Rattlecage just occurred to me...bummer

    Battlefield acrobat, new moon's acolyte, slimecraw...

    seemingly unconditional, but still excluded. I think calling the excluded sets proc sets or sets that require a check fails to encompass the scope. Really, the set restriction is better defined as exclusively including sets that only provide flat stats.

    Yeah it seems that way. I could see those sets you listed as being conditional if the calculation takes place when the skill is cast...maybe not Minor Berserk with Slimecraw though. But apparently that's the deal. It's a pretty startling disparity between what I think most gamers think of as a proc and what ZOS does.

    What it appears is happening with the minor/major permanent buff sets is that a check is still happening on the server to see if that buff is already on your character or not. It might even happen at the skill level, but it is still a server check that is having to happen.

    So for example, you are wearing Adept Rider. You have Major Expedition at all times. Now, let's say you cast a skill that has Major Expedition. The server has to make a check to see if you already have this buff, and then not apply it because you are wearing a set that gives it permanently. Usually, without Adept Rider, the game would just refresh the duration. With Adept Rider, the game has to not give you the buff from the skill. So while it is an always on buff, it still requires some level of interaction with skill casting.

    Yup. Anytime the server has to check to see if you meet the requires to do something, or to see how much each of your skils cost (NMA), it's running a "check". Players seem to differentiate procs and checks as two separate things, which they technically are. However, ESO servers consider both of them under the same category, which is what actually matters.

    The real issue is that we're just incorrectly using the term "proc", which is why so many people are confused by the gear set bans in Cyrodiil. I think ZOS could do a better job at explaining it but really it's just people using the wrong word to describe something. Proc sets as we used to know them (Caluurion, Way of the Fire, etc) are no longer actually proc sets...They removed the "Random" portion of a lot of these sets when Greymoor dropped, and they are now just free damage/healing sets. A Proc requires a random occurrences, these are no longer random, they're 100% guarantee to happen when you attack.

    Really we just need a new term or classification to describe these guaranteed occurrence sets, so players can tell them apart from actual proc sets, or check sets.

    Takes no skill. Sick of players walking up, mounting and getting free physical damage. Cyro is a much healthier meta now without dust clouds.
