Twitch drops - who decides ?

Anyone knows how the drops works, who decides when there are activated on the stream - the streamer or the company/game owner ? I am in Europe, watching some streamers today because of the new CP system. It is interesting. Noticed all of the streamers have Drops today, Drops incoming soon. None has actually activated them. It is nearly midnight here, I work in the morning, will not watch for much longer. Do not really need any drops but still, it is not ok that EU players get none. Or at least the ones working in the morning
