ZOS has their agenda for every patch and they stick with it basically irrespective of whatever faults are found in it by players.

Springs is 2k every sec. Power surge is base 1 and 10 chance of a 3 k heal with cool down every sec. At best 1/5 chance. Even without cool down the problem is it's absolutely not worth it even if you build into it.

That is critical surge,. The healing morph is around 2500 heal every 3 seconds on crit.
It should be a 6K heal or the heal should scale with stats.

Also, I definitely mentioned Power Surge in one of the threads about the crit chance nerfs, but nobody else really seemed to care.
Power Surge is/was pretty good for vet dungeon PuG healing. If you have high enough crit chance, the procs are reliable and your group doesn't have to stand anywhere specific to get the heals. It also doesn't scale with anything, so you can afford to stack crit chance pretty aggressively. Unfortunately, the build required to make it work well has been seriously hurt by the recent crit changes.
I'm basically retiring my Khajiit/Sorcerer/Combat Physician/Treasure Hunter healer until ZOS figures out how to balance crit damage properly without totally obliterating crit healing builds. The problem is that crit healing relies on very high crit chance (for procs and consistency), while damage builds can get away with lower crit chance and bigger crits. Unfortunately, crit chance has been nerfed a lot more than crit size lately, making things difficult.
