Markarth lore note "Which Guild is for You?"

I have done the quest already but the note is missing from my inventory and it has disappeared from the location where it was posted originally. Did it again with another character and note remains after picking up, but have not done any other Reach quests with this character. Has anyone else experienced this issue?
