Hopefully you can get this resolved asap! You'd think they could just force rename your broken character to a string of random numbers or whatever, then give you a name change token.

Blissful's friend here. I can confirm this issue is not just a one-off instance. I'm grateful ZoS was able to recover it after my account was compromised, but that is the extent of their intervention. Hell, I wasn't even offered 300k; I still wouldn't take it. It doesn't cover seven years of achievements, crafting progress, and whatever gear I was able to get back in the course of playing again.
At the same time I find the 300k reimbursement offer particularly insulting. It doesn't come close to cover what you lost. I couldn't even get my crafted gear transferred across or anything. 300k gold does not cover a fraction of the time and effort you put into a character for such a long time.
This incident left me no choice but to grind out an entirely new character to do virtually everything my main could do - not to mention that I wasted Crowns on a Name and Race Change token, only to have a character locked out since late January. I've also updated my ticket and have received no response.
I can appreciate these things taking time, but we should at least have a progress update, or ZoS should be able to offer a contingency rather than blatantly disregard it.

I appreciate the sympathy.I've been ripping my hair out over it.
In the original thread you'll see that they added a name change prompt, but because it is glitched out, the name change prompt just gives a repeated error. x.x

I'm no expert, just spitballing here:
Perhaps they can manually "force" a name change on the backend, bypassing the error you're seeing on the client side. Their wording makes it sound like client-side Tokens are the conflict. Often, the tools Support has available to them are separate from what we users can do in-game, and the solution could be within their grasp; they're just too busy dealing with hundreds of other customers/issues a day to think of that "creative" (for lack of better word) solution.
If they can do a manual rename on their end, that might be all that's required -- unless I'm just misunderstanding the issue, which is entirely possible. Think up a name you want for the restored character, and ask them to do it manually due to your long-standing issue. Might be worth suggesting. It's what I'd do, anyway! :P
I've also seen threads where @ZOS_BillE & @ZOS_Adrikoth have been helpful in elevating (or at least acknowledging) issues and seemingly-forgotten support tickets. Might be worth opening PMs with either of them.
One does not need a name change token if you are forced to rename char. And support can force a name change on request. (As I found out with my argonian maid with Too Funny Name For This Gaem.)
However if I understand what I read correctly, character is stuck to token name change prompt and for some reason OP is unable enter a new character name to regain access. If the support can not force name change in that particular case - and it makes sense system would not allow two name changes happen at same time - problem is probably beyond basic support abilities.
