There's a couple of discord's out there that can guarantee you a "safe" transaction via brokers. However the brokers usually take a huge cut, for basically no work at all (like irl), so I'd just ask around in my guilds. I understand this isn't 100% safe it's very very unlikely that you will be scammed by guild members.
Also, this goes without saying, ask for the items up front!
The solution for this is COD with crowns, and yes ZOS must implement this, because they have already made crowns tradable! So good people can trade crowns without being scammed.

Ask for the items up front, seriously? No one in their right mind is going to spend their hard earned cash on the promise you will send them the gold afterwards. Gold gets sent first on all crown sales, if for no other reason than to prove you even have it, since many times we are talking millions of gold.

But that's still technically buying. By definition to buy is to "obtain in exchange for payment." I pay with gold and obtain crowns.
