Buying crowns on Steam to use with stand alone game?

I've got a small amount of money in my Stream account that I don't really know what to do with. I've noticed that Steam sells Crown packs but I don't have ESO via Steam, it's a stand alone installation via the ESO website.
Can I use Crowns bought through Steam with a non-Steam based installation of ESO?

I've found a few sites suggesting that Steam just sends a code that can be registered on the ESO website, but Steam won't sell me any Crowns as I haven't bought ESO through its platform (although my Steam account is linked to my ESO one).I am one of The Great Mediocracy, those whose role in life is to provide the baseline by which The Few deem themselves Great.0
