Haha, no it won't. ZOS doesn't go over everything with a fine toothed comb, they bring in the bulldozer. Remember that for next time, what you ask for will not be exactly what arrives.

Like this is 100% zos's fault, not the players for simply asking for a simple change to have a better experience.

Removing every proc set from the game is not a simple change, and yes, most of the posts I can recall specifically called out "procs" as a whole rather than singling out any individual sets as problematic. Even with how this has all turned out, there are still players that are quite satisfied with the changes and the whopping 19 sets they can still utilize. Seriously, you personally may have wanted specific sets to be removed or changed, but the player base as a whole doesn't recognize those distinctions, and neither does ZOS; they look at overall sentiment and go based off of that. Specific becomes general, calls for any individual item or set to be nerfed are swept up and become one with the ball of outrage that sweeps over the forums clamoring "NERF, REMOVE" until it becomes an issue ZOS is willing to address, and when they do, they deal with the root of the issue. To everyone's detriment.

It's really interesting how you consider being upset over having over 90% of your sets taken away for many months to be 'crying'. DLC's and chapters instantly lost their value for PvP players. I'm sure there are places where this is against the law, because it's such a huge change in a product. And it's not even for the reason they (said they) tested it.
It's because 'some people think its' nice. The proper reaction to that is making a proc and a non proc campaign for the next 6 months. Not take all 'proc' sets away.
I don't PVP in Cyro often, so I'm mostly just sitting here with popcorn. But the most important thing that they said (in my opinion) is that there were more players in Cyrodiil (not very clear, though, they were not sure about cause of slight performance decline, or that there actually were more people) meaning that majority of playrebase found proc-free environment healthier and more pleasant
OP, your title is incorrect and pure desinformation. Proc sets still work in BGs and IC for the next 6 months.
