Racial Changes and Tokens?

Do we know if players will receive free Race Change Tokens with the release of Flames of Ambition DLC due to the Racial Passives changes?

A CM stated “there are no plans” for race change tokens.

I hope ZOS really consider this. It would be pretty terrible to release this with zero respec tokens considering a race change token is 3000 crowns. Some players have a lot of characters. If a player is unhappy at a racial change on a few characters, that is not fair to players to have to spend 3k crowns per character.

Agreed they need to give us at least 3 like before as they are changing racials in a significant way like they did before.
