Can a character that has not done the starter quest for antiquities still discover leads in the various zones? And, if you do the antiquities starter quest, and start to level up your scrying and excavation, does that increase the chances of finding leads in the various zones?

Yes, characters that know nothing about antiquities can earn leads. I only bothered to go through the antiquities system on one character of mine, yet I still get leads on all the others all the time.

I do not know one way or the other about your scrying/excavation skill lines affecting lead drop chances, nor amount of antiquey characters affecting chances. I doubt it, though.
