that applies a Major Buff on yourself or a group member creates a pool of Kyne's Blessing for 4 seconds. You and group members standing in Kyne's Blessing restore 420 Stamina and Magicka every 1 second. This effect can occur once every 10 seconds.
Hollowfang

(3 items) Adds 1032 Max Magicka

(5 items) Whenever you critically heal or critically damage a target, spawn a ball of Hemoglobin at their location. After 2 seconds the ball explodes, restoring 2376 Magicka and applying Minor Vitality to you and your allies within 6 meters of the ball for 9 seconds, increasing their healing received by 8%. This effect can occur once every 9 seconds.

Hollowfang is better because of the easier proc condition. Also hollowfang larger and more noticeable animation not to mention there no worry about people getting the full resource and buff. Adding on top of that is Minor Vitality that makes this just top of the line.
Here's my proposal
@ZOS_BrianWheeler instead of Major buff to apply this how about minor buff. I say minor buff because most healer support skills are minor. It makes it unrealistic use on cooldown trying to do major. Also please consider increasing the radius or make the buff still apply after walking out of it. Hollow gets full resources and a buff still have walking out of circle.
