So is illambris designed to proc from sets that deal flame damage as well or is it only going to work from an ability or attack that I cast/activate, currently my set that I wanted to test this with was ice furnace, but it doesn’t proc the meteor shower?

Proc sets don't proc other proc sets. At least, they shouldn't.
