Why is Armor rating so low on PTS?

I have spec'd into max armor rating from Bulwark and Ironclad from CP points

I'm Nord DK in Heavy armor with Major Resolve on and I'm 27k physical resistance when on Live i'm overcapped 33k with the exact same setup..

Why is armor rating so low? Where's my missing 6k armor?

    Don't forget you will also take more damage from magical attacks next patch per piece heavy armor. Tanks gonna melt in places like vCR lmao.

    I wish I knew, man. I wish I knew. Previously Bulwark was passive, Heavy Armor Focus/Spell Shield gave up to 5280 resists, and now Bulwark/Ironclad both require a slot and give only 1900/1730 armor respectively, on top of the nerfs to Nord, bringing their resists from 3960 down to 2600. Because of the way resistances work, going from 33k (50% DR) down to 27k (40.91% DR) represents an increase in damage taken of 18.18% ((1-0.4091)/(1-0.5)). And we are taking 1% increased magic damage per piece of Heavy armor. And they nerfed Revitalize, Resolve, and Rapid Mending passives on Heavy. And Shadow Ward/Tumbling and Tenacity are gone, so sustain is shot. And now roll dodging costs more, sprinting is slower, and we can't sneak due to 70% increased detection radius. But don't worry, somebody posted a video calling tanks overpowered next patch, so it's all good, no need to worry.

    Wasn't there something with reduced dmg taken during CC immunity per piece of heavy armor? Or am I mashing things up here a bit?

    Yes, there was 2% reduced damage per piece while CCed. Until they nerfed it down to 1%. And the issue is, that particular bonus will only see use in PvP; outside of it, enemies hardly ever CC the character, especially because there's usually a tell for it, an animation, and many addons call it out beforehand, allowing you to block it or simply move out of the way. Heavy armor already only has 4 bonuses compared to Medium's 5 and Light's 5, and theirs are all usable in PvE, where Heavy has a mere 3 applicable bonuses, and one of those is 3% Bash damage; I mean seriously, Bash damage was nerfed by 80% of its value, this brings it from doing 20% of its prior damage to a whopping 24.2% even with 7 pieces of Heavy armor.

    I'm a casual tank, normal only.

    My question is, would it make sense to run a cloth set for magic damage fights? That would be in addition to my usual tank gear?

    Or more likely a mix of weights, something that makes the craftable sets a lot more attractive again given the way the bonuses have changed to be more about "per piece".

    When you think about it though it sort of makes sense that if you stepped in an arena where most of the damage is magical in nature that you'd suit up for it so as meme as my comment is, it might be viable for Zmaja/portal tanks but less for mini tank. XD

    If you look at it that way it makes sense for cp 2.0.

    On PTS I'm currently tanking in medium armor. Free sturdy traits on every piece with no penalties. Slap heavy on chest piece and you're good.

    If you look at it that way it makes sense for cp 2.0.

    How is tanking in Medium armor? Seems like with the changes, you'd have much more sustain and mobility, along with being able to block for longer and taking less incoming magic damage, and would only need to give up some physical damage reduction and a few resistances. Do you use 1/5/1 Light/Medium/Heavy? Or Reinforced on chest? And with the reduction to block cost that Medium gives, do you still use Block cost reduction glyphs on jewelry? On Live, I've been using three, but haven't yet changed the trait to Infused, and am worried that I might need to with the removal of Shadow Ward making block cost go up next patch, but if Medium is sufficient to cover that, I could probably use Protective and get back my missing resistances while still retaining all the stats that Medium gives over Heavy.

    Don't think it's perfected yet, but played on uesp builder for the new patch trying my best to min max everything. Got medium armor final mitigation over 5% higher accross the board for all resistances vs heavy, both were 5 to 10% lower than live. Tanking is going to be painful

    Looking at the numbers it wasn't too hard to hit resistance cap for medium or heavy on the new patch, it was both the changes to cp combined with the heavy - 7% magic damage that shaft us

    Yeah saw that. I just can't make the numbers actually add up to support that idea. Not even close, tanks are just loosing too many sources mitigation. Really really happy to be wrong.

    The armor penalties make sense though.

    In Warhammer Online each class had a distinct counterclass and so every role was meaningful. It was a rock, paper, scissors approach of balance and worked like this:

    Healer > Tank > Melee DPS > Ranged DPS (>Healer)

    ZOS is trying something similar, unfortunately not as thought out though.

    Pretty much, the video is extremely biased and there's no math behind it.

    Two things are up in PTS - Blocked mitigation and base stats.

    Everything else is down. Unblocked Mitigation, armor potential, sustain, magickal mitigation and every action you do is more costly (block, break free and dodge).

    Tanking is going to be awful. Expect fewer “real” tanks in dungeon queues.
