Base health recovery is bugged ! (CRITICAL BUG AFFECT GAMEPLAY)

I have 2 different acc with 2 different health recovery with no gear, no cp, no skill, both are breton with vamp 1.
First one has 278 health recovery and took 8 ticks to heal to full health from a single bite from Alit monster.
Second one has 492 health recovery and took only 4 ticks to heal to full health from a single bite from Alit monster.
This may kill gameplay ! @ZOS_GinaBruno @ZOS_BillE @ZOS_KaiSchober
This is not an UI bug because i tested it in combat, video provide below, i will open ticket also if i get no answer after 1 week :
