You have to complete every Delve, World Boss, Group Dungeon Event, Point of Interest, the main quest line, and enough quests to clear most other locations.
The only thing it doesn't really require as far as the map is concerned are Trials/Arenas.

Very true! I complete every zone including fishing (except Trials/Arena's which I go back for when possible) and the achievements are enough for me. That being said I'm a housing addict so I wouldn't say no to a nice fancy map

Most of the DLC Zones offer a Furnishing you can buy when you get those achievements, although some only have a Furnishing for completing the story.
And with Antiquities, most zones have a decent map furnishing you can essentially buy.
Nope, this is a bad idea. The only reward for completing a zone should be a map of the zone. What you suggest will lead to more grind and burnout. People will make alts just for the sake of getting those scrolls.
BTW also think we should be able to have a funishing (mount one fish blue of our choice) after completing the angler in each zone.
