Restoration Staff of the Red Mountain - No CP Version, Gray Text

Hello,
All dropped instances of this item have gray text, and none of them have CP level (even though my character is max CP). Note that even lower level versions have gray text (I looted one on a level 31 character like this).
Did this set used to be melee-only? That might explain it if staves were removed & re-added at one point. Note that all destruction staves have the correct colors and show CP.

✭✭Looks like the set used to only trigger from weapon ability damage, and the set piece was removed since there are no restoration staff damage abilities. Now that it triggers from all weapon damage (including light & heavy attacks), restoration staves were added back, but it's now bugged.
