Nibenese architecture : meaning of floral symbol ?

I was looking at the various ornamental designs of Leyawiin's new Nibenese/Tudor architecture and noticed that the floral symbol already visible in the basic Niben style is present again.

Does it have a cultural significance among the Nibenay?

    The one on the right is just a flower.

    The one on the left may be a model of the cosmos (Imperial Edition). The outer circle, Aetherius. The eight dots, the planets of the divines. The inner ring is the Imperial City, with the White Gold tower as the raised point in the centre.
