Will they fix the Clockwork City Shadow Malfunction quest bug for Tribunal Event?

I've been doing CWC & Vvardenfell quests in preparation for the Tribunal Event & I after searching several times for Initiate Favar in the Shadow Cleft I gave up & googled it.
Turns out he's stuck in the ceiling of where he's supposed to be - I had seen his marker there but thought he must have been above where I was.
If I could levitate it would be no problem because you can interact with him through the ceiling (the interact icon appears when you jump up at the right spot).
I'd also like to take the opportunity to complain about the quest that requires you to harvest mats from plant/herb satchels; primarily that I only saw 2 other people in zone but finding these mats took forever as they seem to be rarer than nirnroot used to be back in the day.
I do have harvest map installed but icons aren't showing for them like they do normally. If they're this rare now I won't bother doing that daily again as it takes too long to find them & with an influx of players for the event it will probably impossible if not a pvp race to any such node that everybody will be looking for.

✭I went down into the tunnel 3 times looking for him before googling and finding about the bug. It wasn't all bad since I picked up a ton of treasure chests running back and forth.0
