Does it mean that X is guaranteed and then it gives up to the point where total heal is 33% of the missing health ?
So it is
-> A. 33% of the previously missing health (before applying X)
-> B. 33% of the missing health after applying X
-> C and D - same as A / B but without guaranteeing the 33% due to low magicka pool/spell damage

I use Coagulating Blood and it works on magicka builds very well. It's like the vampire spammable in that it heals the 10k points of healing guaranteed, but that healing scales up depending on missing health.
So at 50% health it's roughly a little over a 15% boost to the heal. So at 10k you're looking at 1,500 extra points being added to the heal when you use it.
