Coagulating Blood - how does it work ?

fxeconomisteb17_ESO
"Heals for X, increasing by up to 33%"

Does it mean that X is guaranteed and then it gives up to the point where total heal is 33% of the missing health ?

So it is
-> A. 33% of the previously missing health (before applying X)
-> B. 33% of the missing health after applying X
-> C and D - same as A / B but without guaranteeing the 33% due to low magicka pool/spell damage

How does it go then ?
"Is it true her wounds healed on their own ? Yes" No s***, at 75% health regen penalty!

I was a vampire like you, but then I took an idea to the head...

"Draw on your draconic blood to heal for 1092, increasing by up to 33% additional healing based on your missing Health. You also gain Major Fortitude, increasing your Health Recovery by 40% for 20 seconds."

The base heal is calculated from your max HP. The "up to 33% additional healing" is scaled from that base heal value.

That's not my interpretation at all. To start with, the coagulation blood morph specifically says that it now scales based on max magicka and spell damage. My best estimate is that the base heal is the same as long as your max magicka and spell damage doesn't change, but that there is a bonus applied if you are lower than full health. I think that bonus is simply a % of the base heal; that % goes up to 33 if you have just a sliver of remaining health.

So it applies first the base healing, always the same.

Then it calculates the remaining health at that moment, and calculates the 33% threshold.

Then it applies a certain percent to the base healing giving it a calculated amount, and heals min(threshold, calculated amount)

I use Coagulating Blood and it works on magicka builds very well. It's like the vampire spammable in that it heals the 10k points of healing guaranteed, but that healing scales up depending on missing health.

So at 50% health it's roughly a little over a 15% boost to the heal. So at 10k you're looking at 1,500 extra points being added to the heal when you use it.

Is it better than Green Dragon Blood ?

    Yes!!!

But only if you have good magicka offensive stats. Green Dragonblood is good on StamDKS and DK tanks, but my magtank still uses Coagulating Blood since I built a bit into magicka. The real reason I don't use GDB on my magicka DK tank is because of the gold necessary to swap out morphs so its more of a personal issue mostly.

MagDKs live and die based on Coagulating Blood though, and I've used that ability to survive 3+ enemy players spamming executioners on me as I held block. The ability is a great way to keep your health up in dire situations.
