How to start Naryu Vrian relation quest both of Gold Coast and Vvardenfell?

I reach the dark-elf home land finally.
According to youtube video, "Naryu Virian" is one of
major character of Vvardenfell area. right?
And, she is also dark brotherhood DLC relation character.
So, I want to meet her before proceeding Vvardenfell main quest.
>Gold Coast area " The Sweetroll Killer"
There're something memo attached at the pillar of stable in Kvatch.
But I couldn't find it. What should I do to spawn quest stater at the Gold Coast area?
