Unowned Container Content Ordering since Greymoor

Sorry about the vague title, but I’m not quite sure how to describe this.
Before Greymoor came out, unowned containers (when opened) had the items listed in increasing order of value. For instance:
Lockpicks
Style mat
Green/Blue/Purple Furnishing Plan - optional
Something like that, I’m going from memory right now.
After Greymoor, I see some containers with the contents ordered most valuable at the top:
Green/Blue/Purple Furnishing Plan - optional
Style mat
Lockpicks
I am just curious why this new ordering, which of course makes it easier to see what’s really valuable (since it’s at the top of the list) was introduced, and why all containers are not the same.
If anyone else has noticed or has any insight into this I would like to know.
