Almalexia's costume is far more "revealing." ZOS has already demonstrated their tolerance for gluteal display in this case. The Timbercrow diaper is far less revealing than what's already in game.... including the player character default underwear. So I think it's more likely just a case of poor design than some misplaced attempt at modesty. In fact, I would say it's far less modest for an adult character to be running around in Huggies than it would be to have an aesthetically pleasing suit bottom such as Almalexia's.

Any graphical artist who was responsible for creating that costume model should have pride in their work enough to fix it to look good. Just modify it to the same type of underwear as Almalexia has in the picture posted here also, thank you!
I mean it surely cannot be about modesty, just a graphical glitch that ended up on the costume, since one can run around nude and show more of body if wants than with that "diaper" part removed from one costume, come on ZOS surely you know this.
Now Timbercrow costume is graphically glitched thingy that looks like someone had to make it in a hurry, it happens with deadlines.
Just fix and be awesome, takes all 5 minutes from a single graphical artist. People spend 50 days ingame grinding for the costume.. your paying players, surely you can spend 5 minutes to fix it?
Also, pitchfork people here - be polite about it and can have a good chance of getting it fixed. ZOS did fix the Nerieneth weapon styles pack lighting issues also, so they do fix things afterwards. They got a lot of work on them right now for sure so have some patience!

They modified the Singing Skald costume after less forum backlash than Timbercrow receives, even after people had paid for it with crowns. And with this being a no cash out of pocket item, you'd think they'd be more willing to actually listen to the community and make improvements.
