Winter's Revenge Double Cast

Is the Winter's Revenge skill bugged? it doesn't matter if I use a keyboard or controller, I found the the skill will often cast twice. I have tried moved it to another keyboard number or another controller button number, but it will still cast twice.
None of other skills have this issue.

CriptySoul ShrivenThought it was me being clumsy, but I have it as well with Boneyard. Both on controller and keyboard.
