NPC Archers have phase shifting arrows

I am sure many of you have come across this, but now it seems worse than ever.
NPC archers can shoot through Trees, Solid Rock, walls, doors and now they can even shoot through a mountain!!!
Yep, I just jumped off a cliff to avoid archers and they managed to still damage me at the bottom of said mountain.
Will a shield offer any protection ... Mmmm,
We are used to all sorts of monsters trying to do us harm, but what can we do when you can be damaged whilst trying to find a safe spot?
I am not sure what we can do to stay safe out there......
