I've seen this term thrown around a lot on the forums and I wasn't around when this feature was introduced. So uhm... could someone give me a rough idea on what it is? Or link me to a page that has such details?

But what does that do? I see something about spending transmutation stones, is the book basically for if you decon something you didn't mean to? or change your mind about?

It's not called stickerbook in the game, I think it's called gear collection tab. It's a new tab in the collections menu that tracks set gear you've found which you can then reconstruct for the cost of transmute crystals.
Here's the blog post about it:

Your stickerbook is basically a repository for all of your bound set items so you don't need to waste bank space on something that might be useful in the future.

Once you have a set item bound (from overland sets, dungeons, trials, etc. with the exception of crafted sets) it'll appear in your collections. You don't need to hang on to it afterwards; it'll even get added once it's no longer tradeable (via selling and clearing the buyback window, decon, or destruction). If you ever want to get that back, you can regenerate it for transmutes at a transmute station, and you can choose the trait (must be something you've researched) and quality (must spend tempers).

Each set will cost between 75 and 25 crystals depending on how many pieces of the set you have ever collected. If you want to deconstruct a recostructed set piece, you will always get 25 crystals back. This means that there's a tradeoff to transmuting a trait for an item versus just reconstructing it from scratch.

Anything you decon/bind/vendor is added to your stickerbook. They you can make an unlimited number of them for a transmute crystal cost of between 25-75 depending on how many items you've collected in that set. All you need is for the trait you want to be researched and any improvement mats if you want it upgraded. The reconstructed items are bound and you get back 25 crystals if you decon them.

Huh, very interesting. What about level? I keep getting total junk level stuff added to the stickerbook because I am deconning it. Can I re-create that item later at CP 160 or ONLY the level I got it at?

You can recreate it at CP160. So even that Burning Spellweave Inferno staff that your level-25 character once dropped ;D is useful because you can make a shiny CP160 one from it.
The collection only stores the set piece. It doesn't care about level, trait, or quality.

Also whatever the lowest quality is that it drops in is the base quality it will recreate as. So for an overland set like... Mother's Sorrow, for example, the ring would always recreate as green unless you chose to improve it at the time (at the cost of blue/purple/gold mats depending on how much it was improved), but something like a Perfected False Gods ring which only drops at gold quality will always recreate at gold quality with no cost for the gold mats.
