Hmm, this not normal, an Npc that isn't supposed to be in Coldharbour is in Coldharbour.

The Npc in Question is actually part of a Quest within Reapers March. I've encountered her when in that one area where you have to free the mages and then side with one of the three major faction zone badguys like Angolf, the racist lady from Audian and that worm cultist fellow.
I found it to funny and interesting so had to share it.

I had an Argonian lady follow me everywhere after progressing a certain quest a bit (NPC from The Sapling quest in Stonefalls). And I mean everywhere. She followed me into other zones, my houses, dungeons, trials and even into cyrodiil.

✭✭✭✭✭Cariel will follow you during the Traitor's Luck quest. Usually the follow has an area limit and if you leave the area, they will disappear with a bit of, "I'll meet you here when you are done," dialogue. This one must not have a limit, or it bugged out somehow.0 -

WOW had an seasonal quest there you escorted an kid to another place. The kid became an pet while quest was active so you obviously went raiding and similar stuff with them for the lol.
Grinding just make you go in circles.
