No damage over time or ticks from weapon poisons?

i added a stack of poisons onto my wep, ravage health 786 a sec over 6.7 secs. i shoot mob to apply it then watch and they take no damage at all? and i do less damage by 500 dps on target dummy compared to base wep dmg enchant.
