I currently have a morrowind ce and summerset ce on my account, as well as an old boxed-game bonus as well.
I do not have any expansion since then, but would like to get the collector's editions for everything I missed during my break from the game. Would it be possible to buy this https://account.elderscrollsonline.com/store/product/eso_blackwood_edition_ce
And get all the remaining ce content without having to make a new account? Certainly would be cheaper than getting the "upgrades" individually.

✭Based on both how it's worded in the description in the link above, and how it's worked in the past: no. You would get all the chapters they list but the CE items only for the new chapter.
That being said, the CE content for older chapters may appear in the crown store at some point, either as a set or individual items.0 -

I don't see that wording anywhere. What I see is this: "includes exclusive Collector’s Items, the Base Game, and all Chapters."
There's no place I see on that page where "collector's edition" directly modifies the word chapter.
If you want to buy it, go for it, I'm just saying, I wouldn't expect the earlier chapters that are included to contain their respective collector's items.

Buying the $23 greymoor collector's collection on sale now WILL give you not only the expansions but ALL of the collector's content even for older expansions and even with an active account.
It is actually cheaper to buy the greymoor collection and the blackwood upgrade than to buy the blackwood collection. for collectors, you save about $7, for the normal it is closer to $3-4.0
