Toxic Barrage being interrupted

I have been interrupted by shield charge numerous times. Is this normal?

I can confirm this, I remember that I was interrupted by the instant interrupt attack from Warchief Ozazai while using it.

PvE mobs don't listen to cc immunity, know fact.
