Is the sum of a character’s critical chance percentage rounded down to the nearest whole number despite what is shown on character sheet similar to how Champion Point breakpoints operate?

    No.

I can't point toward any hard proof to support my claim, but it just wouldn't make sense with how things like item quality, Divines trait, Precise trait, etc. always annoyingly fall onto partial percentages; not to mention the fact that I've never once heard people bring it up in number-crunchy conversations about DPS calculations and whatnot. If I'm wrong, I'd be genuinely surprised.

AFAIK, the jump points in the CP system were an outlier, which is why the problem became "common" knowledge in the first place. It was the only place in the game where you just lost efficiency into the void if you didn't spend your points "properly".
