Heavy Armor, 1H/Shield, High Health meta builds in PvP

I have been against the heavy armor, 1h/shield, high health meta for some, and it's only gotten worse over time. I've played this game on console since fall 2015, and remember when a lot more people ran light and medium armor. Yes, procs and malacath didn't help. But, I want to look at this from a different perspective based on recent PTS changes implemented to armor passives. Armor passives now have pros and cons, such as more resistant to some things and less resistant to others. Why not take that same approach to other areas, or in addition to? Wearing heavy armor should have a big damage trade-off. If you want to run heavy with 1h/shield, great, be a tank. 1h and Shield shouldn't have a extra weapon damage, and wearing heavy should have a damage reduction. Perhaps built into the heavy armor is doing X% less damage or something. Yes, malacath and procs need a review, but I would rather start with working backwards from armor and that choice.
