Matriarch can't heal other npcs and pets now?

Was doing the DoM pledge today, and I noticed that I can no longer heal Tharayya anymore with my matriarch? I used to be able to before.
Same thing with the volatile familiar when soloing, I can't heal my familiar anymore with matriarch's heal. What's up with that? When was this changed?
