Battlegrounds and the Sewers

I play a StamPlar and MagPlar. Both of these characters are experiencing the exact same gameplay issues. During battlegrounds and while in the sewers I am experiencing approximately six second delay between bar swaps and I am having to rapidly press my spammable (jabs) button approximately seven times before I am able to perform my jobs. Only in these two locations.
