Stam recovery at zero or negatives in cyrodil

All of my stam charactors loose all stam recovery in cyro after encountering opposing players. In some cases the recovery goes into negatives. Never returns, hours, and does not return. Only fix is to restart ESO. I have spent literly hundreds of dollars on this game and it is now unplayable. Found a post online indicating this will not be fixed. Why not, it makes the game unplayable as a stam charactor needs stam...
