A solution to block spamming pvp

So I was just watching fengrush reading the patch notes, he was talking about block spamming in heavy for pvp.
How about this,
If Stunned WHILST blocking you cannot block for the duration you are CC immune.
This will punish people who tape down the block button and heal off the damage but, It will not punish other people who use block tactically as when they get CC'd they're generally not blocking.
This will also punish high damage PVP tanks giving you a 6 second window to burst them down if you catch them spamming block.

They would be considered gaurd breakers.
