Button selection delay

Since the start of the week i have noticed a severe delay in everything in the game. Selecting items in your inventory, turning in writs, retrieving mail,etc all have a few second delay from the time you press a button to when the action starts. I have also noticed this delay in combat resulting in choppy play and in some cases skills not performing properly. For example my dual wield flurry skill is supposed to restore health as I use it and it hasn't been. This problem seems to occur on occasion and is back now with a vengeance. Is it on my end or ......

I turned off my ps4 that seemed to solve it. I will remember that next time
