I currently use this character build https://odealo.com/articles/eso-stamina-dragonknight-pve-dps-build because it was close enough to what I started playing the game with, but it hasn't been updated in a while, is there a better place to find a similar build that is likely to be updated when the CP changes come out?

I believe it is current for live, but all the changes to CP are going to be massive so it wont work for the current PTS cycle.
Edit: Totally misread what I was looking at. Thought you were after an editor. Best build guides for most people are probably at Alcasthq.com. They are certainly designed for the masses, but as good a place to start as any.

If you are looking for a min/maxed build, that is as close to meta as you will probably fine for a stam DK dps build for dungeon/trial content.
If you want a really handy search tool, check out "Liko.gg" (its a wierd looking web address but it works).
