Quests with final phases that are not flagged to spawn the turn-in NPC.

For many quests, including some zone story quests, and including at least one relatively recent (Greymoor) quest, if you get to the final screen of the quest, leave the area, and come back, the turn-in NPC will not be present. Someone might do this because:

1. Their inventory is full; you cannot complete a quest if you don't have room to accept the reward. New players in particular might not want to drop anything.
2. They are filling their quest journal with almost-complete quests so they can complete all of them in one trip with an xp bonus active and with an action bar full of skills that need xp.

This can also happen if someone gets disconnected or if the game crashes.

I strongly suspect that for these quests, *all players* would encounter the same issue if they were to leave the area. The game is simply not programmed to spawn the NPC when these quests are on the final phase; it relies on the NPC already being spawned from a previous phase. Because the crown store is one source of xp bonus items, it's best for sales if you make sure that people can use those items without encountering bugs.

Hey there!

Thank you for the information provided. In this case, I would suggest to abandon and restart the quest as this allows the game to reload if something does not load properly the first time.

To abandon a quest, highlight the quest in the Journal and select "Abandon" . To restart this quest talk to the questgiver "Wyress Freyda" at Jackdaw Cove.

Please let us know if this allows you to complete the quest.

I’m on "Objective: Talk to the Strange Crow", not “Objective: Talk to the Crows’ Spirits”. I’m done with the Nature Realm part. I’m at, “I have succeeded in destroying the totems preventing the Wyrd from using their nature magic, and a familiar crow has appeared. I should speak to the crow and hear what it has to say.”

In regards to the quest the step you are is wanting you to locate and talk to crows. During the quest you should have entered the Nature Realm where you turn into a spectral wolf with Rashan. Around the camps you should see ghostly crow spirits you can speak to.

I already knew that. It’s not specific enough to find one little crown with no map or compass marker. I tried anyway; I’d already looked before contacting support.

You should be able to locate the crow NPC around Jackdaw Cove after destroying the totems. Please let me know if the NPC appears around the cove or not in your next response.

Logged out overnight. Still nothing on my map or compass.

“…abandon the quest and re-start it.”
I’ve tried this many times with other quests, and it has never helped. I’m not going to waste my time again.

Greetings!

If you are having trouble finding your quest NPC, first make sure you’re in the right location in Tamriel. Quest NPCs can move to new locations in the game based on your personal quest progression. If you’re certain that you are in the right location and still don’t see the quest NPC you are looking for, try the following:

Log completely out of the game for at least 15 minutes. This performs a soft reset and loads your character into a new game instance, refreshing your surroundings, which prompts the missing, invisible, stuck, or un-interactable NPC to act as intended.

On PC/Mac, you can also try using /reloadui to reset the environment or /stuck which may get you past an objective.

If all else fails, abandon the quest and re-start it. This should allow the environment to reset and allow the game to respawn the missing NPC.

"Objective: Talk to the Strange Crow" What strange crow? Why don't I have a quest marker on my map for this objective?

    Very similar problem with "A Feast of Souls" / "Talk to Count Verandis Ravenwatch." He respawns, but he cannot be interacted with. In the screenshot, although Vanus is closer and centered, the prompt is for Gwendis: https://i.imgur.com/Z4PDEnH.png
