Who no weapon drop at the end of Vateshran for normal mode low level character?

I wanted Void Bash on my level 32 tank, so I ran VH to try to get it bc I can't reconstruct arena weaps that low. I beat it twice now and no Vateshran weaps dropped at the end. Intentional or bugged? If it's intentional, then why?
I was going to run MA for a low level staff, but is MA also like this? What about DSA and BRP?

✭✭✭✭✭They don't allow people under level 50 to get it because they want to limit the abilty of people to slaughter genuine newbies on their low level alts to something that is very hard but not impossible. So some gear won't drop for anything below 50, mostly arena stuff.7 -

That makes sense. I assumed it had something to do with PvP.1 -

Now it was an loophole, you could buy an low level helmet at the golden with an low level character, then get the shoulders from chest with the same character.

I tried. The lowest I can recreate for all arena weapons on below 50 characters is CP 10.0
