SDKTJ✭✭✭Warden has impaling shards which scales with max health, that's the only ability with that scaling that I can think of currently.2 -

✭✭✭✭✭Necromancer's Ravenous Goliath ultimate has a damage aura that scales off max health. Pair it with the Thews of the Harbinger set and you got a nasty hold block build. No, the damage from Blazing Shield only scales from the damage absorbed by the shield, which is based on max health. That morph is unaffected by Max Magicka or Spell Damage.
Radiant Ward gets a damage tick that scales with Spell Damage and Max Magicka, and is unaffected by Max Health and shield size.1 -

Then there is Impaling Shards, Blazing Shield and Spiked Bone Shield.
But that is all.This Bosmer was tortured to death. There is nothing left to be done.1 -
