    I'll start.

Night's silence seems the obvious choice for the first set as you likely dont have level 10 vamp skills or skyshards to equip vamp skills unless you bought them (not judging jest saying not everyone does)

Twice Born Star seems like the best second choice as far as i can tell, because you can get two mudus stone abilities that could empower your steath quite a bit.

    You can reconstruct low-level gear?

No need to craft anything - BIS is farmable.

    5 Night Mother’s Embrace (Deshaan)
    3 Night Terror (Stormhaven)
    4 Darloc Brae (N. Elsweyr)

I recommend 2 of the Darloc pieces to be rings - because you can get Hidden Moon Band as a quest reward (“Path Of The Hidden Moon”) - and it comes with the Swift trait already on it.

You can literally stand on an NPC and they don’t notice you. It’s quite comical. You can also just bump your face up to their butt while following them, and use the pressure to one-hand steer until your percent chance goes green. Lol.

You want Shadow Dancer if you are going with magicka character - it is the magicka version of Night's Silence.

I always start out my stam toons with Hundings and Shacklebreaker. Solid starter crafting sets that work for PVE and PVP, provide a decent off stat pool, and work all the way through the leveling process as long as you continue to craft higher level gear as you level.

Night's silence and Night Mother's set from Deshaan. Night's Silences lets you sneak while running basically, and Night Mother reduces the detection radius by 2M and has some decent stam-related bonuses.

why not kvatch gladiator with that bonus of huge damage to enemiues under 25% health

I find having effective damage at all health levels is preferable when leveling. Getting an enemy under 25% health just to get more damage is not as useful as more damage at all health levels. Raw stats win out over sets with proc conditions when leveling imo.

When I leveled my pacifist NB, which was indeed very sneaky since it avoided combat completely, the choice was easy. Night's Silence (didn't want her to be vampire, so this was a no-brainer) + Twice Born Star for the extra mag + health regen along with movement speed. Could use cloak alot with that setup. Then once I hit lvl 50 I switched to Darloc Brae since that one is the best for resource regen with 5 pieces.

I know you can decrease detection radius a lot with other sets, but NS+DB and permacloak is the method I prefer still. Add Wild Hunt ring and a few other skills and you're also very very fast.

    Kvatch Gladiator
    LEVEL 50 - CP 160
    Type Craftable
    Set bonus
(2 items) Adds 833 Weapon Critical
(3 items) Adds 833 Weapon Critical
(4 items) Adds 129 Weapon Damage
(5 items) You gain 1475 Weapon Damage against targets who are at or below 25% Health.

    Shacklebreaker
    LEVEL 50 - CP 160
    Type Craftable
    Set bonus
(2 items) Adds 129 Stamina Recovery
(3 items) Adds 129 Magicka Recovery
(4 items) Adds 129 Weapon Damage and Spell Damage
(5 items) Adds 2065 Maximum Stamina, Adds 2065 Maximum Magicka

Shacklebreaker isn't looking more effective on enemies above 25% than kvatch gladiator as far as i can tell

Shacklebreaker isn't looking more effective on enemies above 25% than kvatch gladiator as far as i can tell

Those 2 sets are very different however. Shackle is used for it's resources and sustain rather than damage output, having stam as a mag char is always useful, and if you use mag abilities as a stam then the same applies. It's far more fair to compare Kvatch to Hunding as they are far more similar and are both complimented well by using Shacklebreaker as the 2nd set. I don't see the point in using both Hunding and Kvatch when leveling.

    Hunding's Rage
2 items: Adds 833 Weapon Critical
3 items: Adds 1096 Maximum Stamina
4 items: Adds 833 Weapon Critical
5 items: Adds 300 Weapon Damage

    Kvatch Gladiator
(2 items) Adds 833 Weapon Critical
(3 items) Adds 833 Weapon Critical
(4 items) Adds 129 Weapon Damage
(5 items) You gain 1475 Weapon Damage against targets who are at or below 25% Health.

Now, jaws343 comment makes a lot more sense in this comparasion as you have 171 more weapon damage above 25% health, along with a larger stam pool, then at 25% Kvatch becomes the better option. I do prefer Hunding over Kvatch while leveling due to the fact that I rarely play the sort of content where a good execute phase is vital. And Hunding is a boring but solid option for damage, just like Shackle is for resources.

While leveling a stam toon i tend to use Hundings and Kvatch together. Really makes life easy....

But again we are a bit off topic. no problem though...

Darkstride is what i came here to say to people for overland sets for sneaking esp if you have the vamp skill passive for crouching and turning invisible while sprinting

    Darkstride
    LEVEL 50 - CP 160
    Type Overland
    Set bonus
(2 items) Adds 1096 Maximum Stamina
(3 items) Adds 1096 Maximum Stamina
(4 items) Adds 129 Stamina Recovery
(5 items) Reduces the cost of Sprint and Sneak by 50%.

Most people don't think about the value of this set much but a 50% reduction on snealking and sprinting is nothing to sneeze at. esp if you have applied cp to each as well and you have the crouching passive and the sprinting passive as a vamp. This set pairs pleasantly with darloc brae...

    Vesture of Darloc Brae
    LEVEL 50 - CP 160
    Type Overland
    Set bonus
(2 items) Adds 129 Magicka Recovery
(3 items) Adds 129 Stamina Recovery
(4 items) Reduces the radius you can be detected while Sneaking by 2 meters. Reduces the cost of Sneak by 10%.
(5 items) While crouching and not blocking, you restore 670 Magicka and Stamina and heal for 670 Health every second.

you can literally sprint invisble from one end of cry-o-pickle to the other with these two sets empowering your toon..( along with appropriate cp allocation also of course..)

So then we have two full votes for the topic of the OP for leveling up a brand new stealth toon...

    Twice-Born Star
    LEVEL 50 - CP 160
    Type Craftable
    Set bonus
(2 items) Adds 1206 Maximum Health
(3 items) Adds 1096 Maximum Stamina
(4 items) Adds 1096 Maximum Magicka
(5 items) You can have two Mundus Stone boons at the same time.

    Night's Silence
    LEVEL 50 - CP 160
    Type Craftable
    Set bonus
(2 items) Adds 1096 Maximum Stamina
(3 items) Adds 129 Stamina Recovery
(4 items) Adds 833 Weapon Critical
(5 items) Ignore the Movement Speed penalty of Sneak.

With a least one mundus used as:

    The Steed
Increases run speed by 10% & increases Health recovery by 238

15% speed and 363 Health recovery with 7 Legendary Divine Traits

And then another mundus of your choosing for your favoriite resource or resotore
