The Adhazabi Aba-daro is a special ESO vendor that only appears on the weekend to offer a random selection of gold jewelry (2 from dungeons and two from zone items sets), two monster set helms or shoulders (pledge dungeons).

(1 item) Adds 1096 Maximum Magicka
(2 items) When you deal damage to an enemy within 8 meters, you have a 10% chance to create lava pools that swirl around you, dealing 1800 Flame Damage to all enemies within 8 meters of you every 1 second for 5 seconds. This effect can occur once every 10 seconds.

Anyone know if the SPC 5 item bonus increases with each improvement? Is it worth upgrading to gold from purple?

Nope, it's a major buff and don't scale with the quality of the items. So for that single reason, it's not worth upgrading.

No, SPC is used in VAS for example. when group is spread out SPC is better. So it depends om content.
