Gorgrath npc in The Reach can't be talked to...

I'm stuck on the quest Red Eagle's Song and the Orc npc Gorgrath cannot be interacted with when I get to the area after leaving Markarth. I tried to make a ticket about it in-game. But the game won't even let me select the quest from the list, barring me from even lodging my complaint inside the game.
