Minor/Major Force Don't Affect Crit Heals?

Read some mixed information online. Just want to verify whether Minor/Major Force can boost crit healing as of the current patch, end of 2020.

Ok, so it makes no difference if healing is done before or after an Aggressive War Horn for instance. Thanks!
